At first, Cindy Zhang, like millions of other Chinese parents, thought her problems had been solved.

For three years, she and her husband had worried about the status of their younger child, Tutu. He was born outside the one-child limit China set for most urban couples, and lacked a hukou, the crucial household registration document all citizens need to attend state schools, receive health care, get married, open a bank account, or even buy train tickets.

Beijing officials had told Ms. Zhang and her husband that their son would not receive a hukou unless they first paid a fine for having violated the family planning law — 300,000 renminbi, or about $45,000, which the family could not afford.

Tokyo has designated waters within a 14-mile radius of the Senkakus, also known as the Diaoyutai Islands, as its sovereign maritime zone, the Yomiuri Shimbun reported Tuesday, local time.

Should Chinese warships enter the off-limits zone action would be taken, and Japan would promptly demand the departure of the Chinese boats.

Japanese officials had clarified its specifications to China, after a Chinese warship reportedly sailed near the Senkaku Islands in November.

India Worries It Compromised Too Much on Climate Treaty

As the world celebrates reaching an unprecedented global climate treaty, India is praising nations’ willingness to compromise for the good of the planet. But many in the country—which had been among the most strident during the negotiations—worry they had to compromise the most.

In the hours after the treaty was finalized in Paris, India’s environment minister gave a speech that verged toward complaint, saying that the “actions of developed countries are far below their historical responsibilities and fair share.”

“While give-and-take is normal in negotiations, we are of the opinion that the agreement could have been more ambitious,” Prakash Javadekar said.

Recently, though, Yonhap News, South Korea’s foremost paper, published a story with accompanying photo declaring that not only is Hyon alive and well, she’s milling around in China on some kind of “friendship tour” with other members of her all-girl propaganda band. The paper, however, added that Hyon was coy when asked about the execution rumors, apparently asking one reporter in response, “Where do you come from?” before scurrying off.

It seems that outside of, you know, those dictators and possibly Dennis Rodman, Hyon Song-wul is the closest thing South Korea has to some kind of living national treasure, so it would seem to make at least some kind of sense that Kim Jong-un might be reluctant to execute her—porno distribution rumors or no—so that he might later parade her around to other countries he might hope to ally with, with is apparently the aim of the China “friendship tour.”

China navy carries out more drills in disputed South China Sea

China’s navy has in recent days carried out more exercises in the disputed South China Sea, the Defence Ministry said on Sunday, calling them routine drills.

China claims almost all of the energy-rich waters of the South China Sea, through which more than $5 trillion of maritime trade passes each year. The Philippines, Brunei, Vietnam, Malaysia and Taiwan have overlapping claims.

“The People’s Liberation Army Navy in recent days organized a fleet to go to relevant seas in the South China Sea, by way of the Western Pacific, to carry out exercises,” China’s Defence Ministry said in a brief statement.
