At least 36 bodies have been recovered from a casino and hotel complex in the Philippine capital, Manila, where a lone gunman opened fire overnight.
Most of the dead suffocated in thick toxic smoke after the man set fire to casino tables, officials told the BBC.
The gunman, whose nationality is not yet known, began shooting in the casino in Resorts World Manila in the early hours of Friday morning.
Police said he later killed himself by setting himself on fire.
Three of those injured were members of Turkey’s security forces, AFP reports.
Many ambulances have been sent to the scene.
As details mounted about the gaffes and missteps of Belgian officials that might have averted this week’s bloodshed, U.S. Secretary of State John Kerry arrived in the city for talks with Belgium’s government about how to dismantle ISIS’s terror networks. U.S. officials told reporters that at least two Americans were among the 31 people killed in Tuesday’s suicide bombings, two which occurred in a crowded airport terminal, and a third on an underground train in central Brussels. ISIS has claimed responsibility. “We are all of us going to help,” Kerry told the Belgian Prime Minister Charles Michel at a joint press conference in Brussels. “We will renew our vow to come together against a common enemy to keep our people safe.”
The report was leaked to the New York Times, which published the startling details on Saturday. The report is newly relevant in light of the Islamic State’s Tuesday terror attacks in Brussels that killed at least 31 people and wounded at least 270 others.
The French report included details of a meeting between the Paris mastermind, Abdelhamid Abaaoud; his first cousin, 26-year-old Hasna Aitboulahcen; and a friend of Aitboulahcen’s.

A suicide attack on Istanbul’s main pedestrian shopping street Saturday killed five people, including the bomber and an Israeli citizen, in the sixth suicide bombing in Turkey in the past year. Several foreigners were among 36 people wounded, according to the health ministry.
Istanbul Governor Vasip Sahin said the explosion occurred outside a local government office on Istiklal Street, which is also home to cafes, restaurants and foreign consulates.
Police swiftly sealed off the area as ambulances and a forensic team rushed to the scene after the bombing about 11 a.m. Normally packed cafes were either closed or virtually empty, with business owners making frantic calls to loved ones to assure them of their safety. Rattled tourists wondered where to go.
“It was one loud explosion,” said Muhammed Fatur, a Syrian who works at a butcher shop near the scene of the explosion. “Police came to the scene and sealed off the area.”
Pablo Antonio Serrano-Viterino, 40, cut himself with a safety razor a day after police captured him hiding facedown in a ditch with a rifle near him, according to the Montgomery County, Mo., Sheriff’s Office.
Jail guards had placed him on suicide watch Wednesday, but Serrano-Viterino moved into the county jail’s general population Thursday.
After jailers found him bleeding from the cut, an emergency crew rushed him to a nearby hospital, where he is “under guard and in stable condition,” officials in the sheriff’s office said in a statement.
